I've read woad is considered a weed in parts of the US, including some parts of my state of Oregon, where it grows so well it crowds out the grasses used for cattle feed. I've not seen it growing wild locally, though, or maybe just haven't identified it. Woad may over winter if the place is right but in my garden more than half of my woad plants have always died during the winter (but that's ok, because the first year leaves give the best blue anyway).
